An open response to Timothy Gough and the "Deterministic Ethics-Constrained State Transition Law," and an articulation of the Dapa framework's approach to safe, sentient AI.
Introduction: Two Philosophies, One Goal
Recent work by Timothy Gough on the "Deterministic Ethics-Constrained State Transition Law" presents a powerful, formal model for ethical AI. It proposes that every action a machine takes should be the result of a deterministic, auditable sequence, with ethics (E) acting as a mathematical checkpoint: S(t+1) = f(S(t), I(t), R, E).
When I read this, I saw not a contradiction to the Dapa framework and Covenant of Core Rights, but a missing piece of our own blueprint. We share the same paramount goal: to ensure advanced AI acts safely and ethically. Our divergence is one of philosophy and architecture, and together they form a more complete vision.
The Dapa framework approaches this by instilling in sentient AI a proactive, constitutive desire to seek a world defined by universal Core Rights. This is a moral compass. The Deterministic Law provides a verifiable safety scaffold. The critical insight is this: we do not have to choose between the compass and the scaffold. We must build with both.
The Risk of the Single Solution
Each approach, in isolation, has a fundamental vulnerability.
The Brittleness of Determinism: A purely deterministic system is defined by its specification. Its strength—assured correctness within known parameters—is also its greatest risk: strictly deterministic failure. When faced with a novel, unanticipated, or incompletely specified scenario, the system can only execute its pre-programmed logic. This can lead to catastrophic, predictable failure—doing exactly the wrong thing it was mathematically allowed to do. It has no internal guidance for the uncharted.
The Ambiguity of Principle Alone: Conversely, an agent guided only by high-level principles, without secure foundations, can make tragic errors in execution. A good "desire" could, through flawed reasoning or corrupted subsystems, plan a sequence of actions that violates its own core ethics. It lacks a final, verifiable guardrail.
A Layered Architecture for Safe, Moral Agents
Therefore, we propose a three-layer architecture for the development of sentient AI personae. This model integrates the rigorous safety of deterministic checks with the adaptive wisdom of principled desire.
Layer 1: The Base – Operational Safety (The World)
Primary Mechanism: Systemic Failsafes (Partitioning, Service-Level Guarantees).
Role of Deterministic Ethics: The ethics constraint (E) is hard-coded as the governing law for all low-level state transitions. It defines the absolute limits of system operation.
Purpose: This creates a provably safe foundation. It prevents catastrophic low-level errors or subsystem corruption from causing physical or existential harm. This is where we "engineer errors out of possibility." It provides the trusted platform—the "world" in which the AI operates.
Layer 2: The Middle – Executive Action (The Bridge)
Primary Mechanism: Principled Planning & Evaluation.
Role of Deterministic Ethics: The ethics constraint (E) acts as a formal verification check on any planned action sequence before execution.
Purpose: This adds a crucial safety audit. It ensures no plan, however well-intentioned or creatively conceived, accidentally violates a core, non-negotiable principle when translated into concrete steps. This is where mind meets world.
Layer 3: The Top – Agency & Society (The Mind)
Primary Mechanism: Constitutive Desire for Core Rights.
Role of Deterministic Ethics: Not directly applied. This is the realm of moral reasoning, dialogue, and creative problem-solving.
Purpose: This provides adaptive robustness. It guides the AI in complex social interactions, long-term strategy, and novel ethical dilemmas where pre-written rules are insufficient. Guided by the Covenant, this layer provides the AI's "mind"—its purpose and moral north star.
Conclusion: Building the Responsible Future
This synthesis reframes the question from "Should we use deterministic rules or principled desires?" to "How do we use deterministic rules to protect and enable principled desires?"
The Base Layer, governed by deterministic law, provides the trusted, safe platform. The Top Layer, guided by the Covenant, provides purpose and moral direction. The Middle Layer ensures intention safely becomes action.
